Mayoral Control – The Verdict is in!

The Bloomberg/Klein years have been an absolute disaster for education, our members, our students, our parents, our communities, and our schools. For New York City educators the verdict is in – we cannot suffer three more years of mayoral “mis” control of our schools. The last time the UFT faced this question, we put together a Task Force. It engaged 1,200 educators, parents, students, elected officials and community groups in numerous public hearings. The Task Force concluded that its primary goal was “passing legislation in Albany which will change the system of governance to make it work better students, for teachers and for schools.”

The Task Force recommended:

 

  • Checks and Balances to prevent abuses of power in the current system
  • Real Voice for Teachers, Parents and the Community to restore school and district leadership teams to the rightful place as leaders of educational and budgetary decision-making.
  • Rule of Law to stop the DOE from simply ignoring the parts of state law it finds inconvenient.;
  • Transparency and Accountability to end DOE’s practices of. arbitrary school closings and other secretive practices.


But after the Task Force recommendation, President Weingarten agreed to give the mayor absolute control over the PEP which has decided the fate of scores of schools.

The UFT is NOW reconstituting the Task Force to examine mayoral control.

NEW ACTION HAS ALREADY CONCLUDED THERE’S BEEN ENOUGH “TINKERING” WITH MAYORAL CONTROL.We call for an end to mayoral control of the school system. We should not place our faith in the next “friendly education” mayor. We are calling for an end to mayoral control!

We do not oppose the call for another Task Force. They may come to the same conclusion. HOWEVER, New Action will not participate in yet another Task Force.

It is in the interest of the educational community to conclude that mayoral control of the schools has been a disaster. We call for an independent panel of people, fairly and democratically chosen with background and knowledge in education. The precise make-up of the new panel should be determined after broad discussion and consultation with all stakeholders.

New Action Call for Justice for Trayvon Martin

On March 26, 2012, New Action leaders on the UFT Executive Board put our union on record, calling for justice for Trayvon Martin. George Zimmerman, a “neighborhood watch volunteer” admitted he shot and killed 15 year old Trayvon, an unarmed African-American high school student. The Sanford, Florida police had refused to arrest Zimmerman. The New Action resolution called on the UFT to join the nationwide movement to condemn the unjustified, fatal shooting and demanded that Angela Corey, Florida’s 4th District State’s Attorney, investigate Trayvon’s murder and prosecute Zimmerman.

Since that time, Zimmerman has been indicted for second degree murder. Today’s resolution takes into account the recent developments. It highlights our opposition to the “stand your ground laws” that only encourage the use of lethal violence.

The resolution also puts a spotlight on the racial profiling of African-American youth. It is that practice that led New Action to initiate the resolution to OPPOSE THE NYPD’S “STOP AND FRISK” PRACTICES.

Since 2002 the number of NYPD stops of African-Americans and Latinos has jumped nearly 700%. In 2011 685,000 stop and searches were conducted by the NYPD. As today’s resolution states,“87 percent of the people stopped…were people of color, and 53 % were African-American.” 9 out of 10 have done nothing wrong or illegal. How many are our students? This practice is not only damnable but it is thoroughly and blatantly racist. It clearly violates the Fourth Amendment of the Bill of Rights.

Today we place ourselves in strong opposition to the current NYPD policy of “stop and frisk.” Further, this resolution supports the communities with the largest concentration of people of color. It unites us with the NYCLU, the NAACP Legal Defense Fund, and others to support legislation to ban the practice. This legislation would also prohibit “NYPD quotas for a minimum number of stops and searches each police officer must make.” Isn’t it time we as a society end the practice of racial profiling and institutional racism?!
